1 范围

本标准规定了大型焰火燃放作业人员的分类、资格条件及资格证明的申请、考核、发放、换发、撤销和管理。

本标准适用于从事大型焰火燃放作业人员的资格管理。

1 Scope

This standard specifies the classification, qualification requirements, and application, assessment, issuance, replacement, revocation, and management of qualification certificates for personnel involved in large-scale fireworks display operations.

This standard is applicable to the qualification management of personnel engaged in large-scale fireworks display operations.

4 分类

大型焰火燃放作业人员分为燃放技术人员、燃放操作人员、安全员和保管员。

4 Categories

The personnel involved in large-scale fireworks display operations are divided into display technicians, display operators, safety officers, and custodians.

 

5 资格条件

5.1 一般规定

大型焰火燃放作业人员应具备下列基本条件：

a）18周岁以上，60周岁以下；

b）无妨碍燃放作业的疾病和生理缺陷；

c）无犯罪记录；

d）具有履行符合GA899规定岗位职责的能力。

5 Qualification Conditions

5.1 General Provisions

Large scale fireworks operators should meet the following basic conditions:

a) Over 18 years old and under 60 years old;

b) No diseases or physiological defects that hinder the discharge operation;

c) No criminal record;

d) Capable of fulfilling job responsibilities in accordance with GA899 regulations.

5.2 特别规定

燃放技术人员应具有工艺美术、火炸药、化学工程、安全工程、电子工程、计算机类专业范围技术职称之一。

5.2 Special Provisions

Fire discharge technicians should hold one of the professional technical titles in the fields of arts and crafts, explosives, chemical engineering, safety engineering, electronic engineering, and computer science.

 

6 资格证明

6.1 申请

申请大型焰火燃放作业人员资格证明的人员，应向所在地省级公安机关提出申请，并提交《大型焰火燃放作业人员资格证明》申请表（见附录A）。

6 Qualification Certificates

6.1 Application

Individuals applying for a qualification certificate for large-scale fireworks display operators should submit an application to the provincial public security organ in their location and submit the "Qualification Certificate for Large scale Fireworks Display Operators" application form (see Appendix A).

6.2 Assessment

6.2.1 Assessment organization

The assessment of personnel involved in large-scale fireworks display operations is organized by provincial public security organs.

 

6.2.2 考核程序

6.2.2.1 考核30日前，省级公安机关向社会公告考核时间、地点及考核大纲。

6.2.2.2 考核10日前，省级公安机关组织对申请参加考核的大型焰火燃放作业人员进行资格审查，并通知通过资格审查的申请人参加考核。

6.2.2.3 考核结束10日内，省级公安机关向社会公告考核结果。

6.2.2 Assessment Procedure

6.2.2.1 30 days before the assessment, the provincial public security organs shall announce the assessment time, location, and assessment outline to the public.

6.2.2.2 Ten days before the assessment, the provincial public security organs shall organize a qualification review of the large-scale fireworks operators who apply to participate in the assessment, and notify the applicants who pass the qualification review to participate in the assessment.

Within 10 days after the completion of the assessment, the provincial public security organs shall announce the assessment results to the society.

6.2.3.1 燃放技术人员考核的主要内容包括：

a）大型焰火燃放技术的现状及发展方向；

b）大型焰火燃放的等级划分标准及要求；

c）大型焰火燃放对燃放作业单位、作业人员的资质、资格要求；

d）大型焰火燃放对场地及安全距离的要求；

e）大型焰火燃放技术设计方案；

f）大型焰火燃放组织实施方案；

g）大型焰火燃放设备安装、产品装填、线路连接、点火系统检测、点火控制的安全、技术要求；

h）预防和处理哑弹的安全、技术要求。

6.2.3.1 The main contents of the assessment for combustion technicians include:

a) The current situation and development direction of large-scale fireworks display technology;

b) Classification standards and requirements for large-scale fireworks displays;

c) The qualifications and requirements for the operation units and personnel involved in the large-scale fireworks display;

d) Requirements for venue and safety distance for large-scale fireworks display;

e) Design scheme for large-scale fireworks display technology;

f) Implementation plan for organizing large-scale fireworks display;

g) The safety and technical requirements for the installation of large-scale fireworks equipment, product loading, line connection, ignition system testing, and ignition control;

h) Safety and technical requirements for preventing and handling duds.

 

6.2.3.2 燃放操作人员考核的主要内容包括：

a）大型焰火燃放技术的现状及发展方向；

b）大型焰火燃放设备安装、产品装填、线路连接、点火系统检测、点火控制的技术要求；

c）处理哑弹的操作程序。

6.2.3.2 The main contents of the assessment for combustion operators include:

a) The current situation and development direction of large-scale fireworks display technology;

b) Technical requirements for the installation of large-scale fireworks equipment, product loading, line connection, ignition system testing, and ignition control;

c) The operating program for handling duds.

 

6.2.3.3 安全员考核的主要内容包括：

a）大型焰火燃放技术的现状及发展方向；

b）大型焰火燃放对燃放作业人员的资格要求；

c）大型焰火燃放设备安装、产品装填、线路连接、点火系统检测、点火控制的安全要求；

d）预防和处理哑弹的安全要求。

The main contents of the safety officer assessment include:

a) The current situation and development direction of large-scale fireworks display technology;

b) Qualification requirements for personnel involved in large-scale fireworks displays;

c) Safety requirements for the installation of large-scale fireworks equipment, product loading, line connection, ignition system testing, and ignition control;

d) Safety requirements for preventing and handling duds.

 

6.2.3.4 保管员考核的主要内容包括：

a）验收、发放、回收、登记烟花爆竹的安全要求；

b）燃放作业现场烟花爆竹储存保管的安全要求。

6.2.3.4 The main contents of the custodian assessment include:

a) Safety requirements for acceptance, distribution, recycling, and registration of fireworks and firecrackers;

b) Safety requirements for storage and preservation of fireworks and firecrackers at the setting off operation site.

 

6.2.4 考核方式

6.2.4 Assessment Method

 

6.2.4.1 考核分为理论考核和实践考核。

6.2.4.2 理论考核采取闭卷考试方式进行，满分为100分，60分为合格。

6.2.4.3 实践考核采取面试方式进行，分为合格和不合格。

6.2.4.4 理论考核和实践考核成绩均合格的，考核结果为合格；否则为不合格。

6.2.4.1 Assessment is divided into theoretical assessment and practical assessment.

6.2.4.2 Theoretical assessment shall be conducted in a closed book format, with a maximum score of 100 points and a passing score of 60 points.

6.2.4.3 Practical assessment shall be conducted through interviews, which are divided into qualified and unqualified.

6.2.4.4 If both the theoretical and practical assessment results are qualified, the assessment result is qualified; Otherwise, it is considered unqualified.

 

6.3 发放

6.3 Distribution

 

6.3.1 经考核合格的大型焰火燃放作业人员，自考核结果公布之日起10日内，由省级公安机关发给相应的《大型焰火燃放作业人员资格证明》。

6.3.2 《大型焰火燃放作业人员资格证明》应包括下列主要内容：

a）资格证明编号；

b）姓名；

c）性别；

d）民族；

e）照片；

f）出生日期；

g）公民身份号码；

h）工作单位；

i）作业类别；

j）有效期；

k）签发机关；

l）签发日期。

6.3.3 《大型焰火燃放作业人员资格证明》在全国范围内有效。

6.3.1 Large scale fireworks display operators who have passed the assessment shall be issued the corresponding "Qualification Certificate for Large scale Fireworks Display Operators" by the provincial public security organs within 10 days from the date of announcement of the self examination results.

6.3.2 The qualification certificate for personnel engaged in large-scale fireworks display operations should include the following main contents:

a) Qualification certificate number;

b) Name;

c) Gender;

d) Ethnicity;

e) Photos;

f) Date of birth;

g) Citizen ID number;

h) Work unit;

i) Homework category;

j) Validity period;

k) Issuing authority;

l) Date of issuance.

6.3.3 The Qualification Certificate for Personnel Engaged in Large scale Fireworks Setting Operations is valid nationwide.

 

6.4 换发

6.4 Data Exchange

 

6.4.1 《大型焰火燃放作业人员资格证明》的有效期为3年。

6.4.2 有效期届满需要继续从事燃放作业的，大型焰火燃放作业人员应在期满前30日内，向原签发公安机关提出换发《大型焰火燃放作业人员资格证明》的申请。

6.4.3 变更工作单位的，大型焰火燃放作业人员应向工作单位所在地省级公安机关提出换发《大型焰火燃放作业人员资格证明》的申请。

6.4.4 受理申请的公安机关按照规定进行审查。对符合条件的，换发《大型焰火燃放作业人员资格证明》；对不符合条件的，书面向申请人说明理由。

6.4.1 The validity period of the "Qualification Certificate for Large scale Fireworks Setting Operation Personnel" is 3 years.

6.4.2 If it is necessary to continue engaging in fireworks operations after the expiration of the validity period, personnel engaged in large-scale fireworks operations shall apply to the original issuing public security organ for the replacement of the "Qualification Certificate for Large scale Fireworks Operators" within 30 days before the expiration.

6.4.3 If changing the work unit, personnel engaged in large-scale fireworks display operations shall apply to the provincial public security organ where the work unit is located for the replacement of the "Qualification Certificate for Large scale Fireworks Display Operators".

6.4.4 The public security organs that accept applications shall conduct reviews in accordance with regulations. For those who meet the requirements, a "Qualification Certificate for Large scale Fireworks Setting Operation Personnel" will be issued; For those who do not meet the requirements, provide written reasons to the applicant.

 

6.5 撤销

6.5 Revocation

 

6.5.1 县级以上地方公安机关应加强对大型焰火燃放作业人员的监督检查，发现不适合继续从事燃放作业的，应书面告知《大型焰火燃放作业人员资格证明》签发公安机关。签发公安机关接到书面告知后，应组织复核，对经复核确实不适合继续从事燃放作业的，应撤销其《大型焰火燃放作业人员资格证明》。

6.5.2 大型焰火燃放作业人员违法从事燃放作业，或在燃放作业责任事故中负有主要责任的，签发公安机关应撤销其《大型焰火燃放作业人员资格证明》。

6.5.1 Local public security organs at or above the county level should strengthen supervision and inspection of personnel engaged in large-scale fireworks display operations. If it is found that they are not suitable for continuing to engage in fireworks display operations, they should inform the public security organs in writing of the issuance of the "Qualification Certificate for Large scale Fireworks Display Operators". After receiving a written notice, the issuing public security organ shall organize a review. If it is confirmed after review that it is not suitable to continue engaging in fireworks operations, its "Qualification Certificate for Large scale Fireworks Setting Operations Personnel" shall be revoked.

6.5.2 If personnel involved in large-scale fireworks display operations illegally engage in display operations or bear primary responsibility in display operation liability accidents, the issuing public security organ shall revoke their "Qualification Certificate for Large scale Fireworks Display Operators".

 

6.6 管理

6.6 Management

 

6.6.1 大型焰火燃放作业人员应按照《大型焰火燃放作业人员资格证明》上载明的作业类别进行燃放作业。

6.6.2 大型焰火燃放作业人员不得同时受聘于两个以上（含两个）大型焰火燃放作业单位。

6.6.1 Large scale fireworks display operators should carry out display operations in accordance with the job categories specified on the "Qualification Certificate for Large scale Fireworks Display Operators".

6.6.2 Large scale fireworks display operators shall not be employed by two or more (including two) large fireworks display operation units at the same time.
