1 Scope

This standard specifies the classification, qualification conditions, and application, issuance, replacement, downgrade, revocation, and management of qualification certificates for large-scale fireworks display operation units.

This standard is applicable to the qualification management of units engaged in large-scale fireworks display operations.

5 资质条件
5.1 一般规定

大型焰火燃放作业单位应具备下列条件：
a）具有独立法人资格；
b）有健全的安全管理制度和操作规程。

5 Qualification Requirements

5.1 General Provisions

Large scale fireworks display units should meet the following conditions:

a) Having independent legal personality;

b) There is a sound safety management system and operating procedures.

5.2 特别规定

5.2.1 甲级大型焰火燃放作业单位应具备下列条件：

a）注册资本300万元以上，净资产不低于300万元，其中燃放作业设备及检测、测量设备净值不少于150万元；
b）近5年承担过的Ⅰ级大型焰火燃放作业不少于10项，或者Ⅱ级以上大型焰火燃放作业不少于20项，未发生较大以上燃放作业责任事故；
c）技术负责人具有高级技术职称，有10年以上燃放作业技术管理工作的经历，且主持过的Ⅰ级大型焰火燃放活动的设计作业不少于5项，或者Ⅱ级以上大型焰火燃放活动的设计作业不少于10项；
d）燃放技术人员不少于12人（其中高级技术职称不少于3人，中级技术职称不少于5人），燃放操作人员不少于30人，安全员不少于2人，保管员不少于2人；
e）有电脑程控燃放设备。

5.2 Special Provisions

5.2.1 Class A large-scale fireworks display operation units shall meet the following conditions:

a) The registered capital is more than 3 million yuan, and the net assets are not less than 3 million yuan, of which the net value of the combustion operation equipment and testing and measuring equipment is not less than 1.5 million yuan;

b) I have undertaken no less than 10 Level I large-scale fireworks display operations in the past 5 years, or no less than 20 Level II or above large-scale fireworks display operations, and have not experienced any major or above fireworks display operation liability accidents;

c) The technical leader shall hold a senior technical title, have more than 10 years of experience in technical management of fireworks operations, and have presided over no less than 5 design tasks for Level I large-scale fireworks events, or no less than 10 design tasks for Level II or above large-scale fireworks events;

d) There shall be no less than 12 combustion technicians (including no less than 3 senior technical titles and no less than 5 intermediate technical titles), no less than 30 combustion operators, no less than 2 safety officers, and no less than 2 custodians;

e) There is a computer-controlled ignition device.

5.2.2 乙级大型焰火燃放作业单位应具备下列条件：
a）注册资本100万元以上，净资产不低于100万元，其中燃放作业设备及检测、测量设备净值不少于50万元；
b）近5年承担过的Ⅱ级以上大型焰火燃放作业不少于10项，或者Ⅲ级以上大型焰火燃放作业不少于20项，未发生较大以上燃放作业责任事故；
c）技术负责人具有高级技术职称，有7年以上燃放作业技术管理工作的经历，且主持过的Ⅱ级以上大型焰火燃放活动的设计作业不少于5项，或者Ⅲ级以上大型焰火燃放活动的设计作业不少于10项；
d）燃放技术人员不少于9人（其中高级技术职称不少于2人，中级技术职称不少于4人），燃放操作人员不少于20人，安全员不少于2人，保管员不少于2人；
e）有电脑程控燃放设备。

5.2.2 Class B large-scale fireworks display operation units shall meet the following conditions:

a) The registered capital is more than 1 million yuan, and the net assets are not less than 1 million yuan, of which the net value of the combustion operation equipment and testing and measuring equipment is not less than 500000 yuan;

b) I have undertaken no less than 10 Level II or above large-scale fireworks display operations in the past 5 years, or no less than 20 Level III or above large-scale fireworks display operations, and have not experienced any major or above fireworks display operation liability accidents;

c) The technical leader shall hold a senior technical title, have more than 7 years of experience in technical management of fireworks display operations, and have presided over no less than 5 design tasks for large-scale fireworks display activities at level II or above, or no less than 10 design tasks for large-scale fireworks display activities at level III or above;

d) There shall be no less than 9 combustion technicians (including no less than 2 senior technical titles and no less than 4 intermediate technical titles), no less than 20 combustion operators, no less than 2 safety officers, and no less than 2 custodians;

e) There is a computer-controlled ignition device.

5.2.3 丙级大型焰火燃放作业单位应具备下列条件：
a）注册资本50万元以上，净资产不低于50万元，其中燃放作业设备及检测、测量设备净值不少于25万元；
b）技术负责人具有中级以上技术职称，有5年以上燃放作业技术管理工作的经历，且主持过的Ⅲ级以上大型焰火燃放活动的设计作业不少于5项；
c）燃放技术人员不少于6人（其中中级技术职称不少于2人，初级技术职称不少于2人），燃放操作人员不少于10人，安全员不少于2人，保管员不少于2人；
d）有电子控制燃放设备。

5.2.3 Class C large-scale fireworks display operation units shall meet the following conditions:

a) The registered capital is over 500000 yuan, and the net assets are not less than 500000 yuan, of which the net value of the combustion operation equipment and testing and measuring equipment is not less than 250000 yuan;

b) The technical leader shall hold an intermediate or higher technical title, have more than 5 years of experience in technical management of fireworks operations, and have presided over no less than 5 design projects for large-scale fireworks events at or above level III;

c) There shall be no less than 6 combustion technicians (including no less than 2 intermediate technical titles and no less than 2 junior technical titles), no less than 10 combustion operators, no less than 2 safety officers, and no less than 2 custodians;

d) There are electronic controlled combustion devices.

5.3 岗位设置

5.3.1 大型焰火燃放作业单位应设置技术负责人、燃放现场技术负责人、燃放操作人员、安全员和保管员岗位。
5.3.2 技术负责人、燃放现场技术负责人应由燃放技术人员担任，可以兼任。
5.3.3 同一大型焰火燃放活动中，燃放操作人员、安全员、保管员不得兼任。

5.3 Job Setting

5.3.1 Large scale fireworks display operation units should set up technical responsible persons, on-site technical responsible persons, display operators, safety officers, and custodians.

5.3.2 The technical person in charge and the technical person in charge of the combustion site should be the combustion technical personnel, who can also serve as part-time.

During the same large-scale fireworks display event, the operators, safety officers, and custodians shall not concurrently serve.

5.4 岗位职责

5.4.1 技术负责人的岗位职责包括：
a）组织领导燃放作业技术工作；
b）组织制定燃放作业安全管理制度和操作规程；
c）组织燃放作业人员安全教育、法制教育和岗位技术培训；
d）主持制定燃放作业技术设计方案。
5.4.2 燃放现场技术负责人的岗位职责包括：
a）监督燃放操作人员按照燃放作业技术设计方案作业；
b）组织处理哑弹或者其他未引燃的烟花爆竹；
c）全面负责燃放现场的安全管理工作；
d）负责燃放作业活动的总结工作。
5.4.3 燃放操作人员的岗位职责包括：
a）按照燃放作业技术设计方案，进行设备安装、产品装填、线路连接、点火系统检测、点火控制等作业；
b）在燃放现场技术负责人的指导下，配合燃放技术人员处理哑弹或者其他未引燃的烟花爆竹；
c）清理、回收、包装燃放作业剩余的烟花爆竹。
5.4.4 安全员的岗位职责包括：
a）监督燃放操作人员按照操作规程作业，纠正违章作业；
b）检查燃放作业现场安全管理情况，及时发现、处理、报告安全隐患；
c）制止无燃放作业资格的人员从事燃放作业。
5.4.5 保管员的岗位职责包括：
a）验收、保管、发放、回收烟花爆竹；
b）登记烟花爆竹的种类、规格和数量。

5.4 Job Responsibilities

5.4.1 The job responsibilities of the technical leader include:

a) Organize and lead the technical work of fire discharge operations;

b) Organize the development of safety management systems and operating procedures for combustion operations;

c) Organize safety education, legal education, and job technical training for personnel involved in combustion operations;

d) Lead the development of technical design plans for combustion operations.

5.4.2 The job responsibilities of the technical director at the combustion site include:

a) Supervise the combustion operators to operate according to the design plan of the combustion operation technology;

b) Organize the handling of dud or other non ignited fireworks and firecrackers;

c) Fully responsible for the safety management of the combustion site;

d) Responsible for summarizing the burning operation activities.

5.4.3 The job responsibilities of the combustion operator include:

a) According to the design plan of the combustion operation technology, carry out equipment installation, product loading, line connection, ignition system testing, ignition control and other operations;

b) Under the guidance of the on-site technical manager, cooperate with the technical personnel to handle dud or other non ignited fireworks and firecrackers;

c) Clean up, recycle, and package the remaining fireworks and firecrackers from the discharge operation.

5.4.4 The job responsibilities of a safety officer include:

a) Supervise the combustion operators to operate according to the operating procedures and correct illegal operations;

b) Inspect the safety management of the combustion operation site, promptly identify, handle, and report safety hazards;

c) Stop personnel without the qualification to engage in fire discharge operations.

5.4.5 The job responsibilities of a custodian include:

a) Acceptance, storage, distribution, and recycling of fireworks and firecrackers;

b) Register the types, specifications, and quantities of fireworks and firecrackers.

6 资质证明
6.1 申请

申请大型焰火燃放作业单位资质证明的单位，应向所在地省级公安机关提出申请，并提交《大型焰火燃放作业单位资质证明》申请表（见附录A）。

6 Qualification Certificates

6.1 Application

Units applying for the qualification certificate of large-scale fireworks display operation units should submit an application to the provincial public security organs where they are located and submit the "Application Form for Qualification Certificate of Large scale Fireworks Display Operation Units" (see Appendix A).

6.2 发放

6.2.1 受理申请的公安机关按照规定进行审查。对符合条件的，发放《大型焰火燃放作业单位资质证明》；对不符合条件的，书面向申请人说明理由。

6.2 Distribution

6.2.1 The public security organs that accept applications shall conduct reviews in accordance with regulations. For those who meet the conditions, a "Qualification Certificate for Large scale Fireworks Setting Operation Units" will be issued; For those who do not meet the requirements, provide written reasons to the applicant.
6.2.2 《大型焰火燃放作业单位资质证明》应包括下列主要内容：
（a）资质证明编号；
（b）单位名称；
（c）单位地址；
（d）法定代表人姓名；
（e）技术负责人姓名；
（f）资质等级；
（g）有效期；
（h）签发机关；
（i）签发日期。

6.2.2 The Qualification Certificate for Large scale Fireworks Setting Operations Unit should include the following main contents:

(a) Qualification certificate number;

(b) Unit name;

(c) Unit address;

(d) Name of legal representative;

(e) Name of technical leader;

(f) Qualification level;

(g) Validity period;

(h) Issuing authority;

(i) Date of issuance.

6.2.3 《大型焰火燃放作业单位资质证明》在全国范围内有效。

6.3 换发

6.3.1 《大型焰火燃放作业单位资质证明》的有效期为3年。
6.3.2 有效期届满需要继续从事燃放作业的，大型焰火燃放作业单位应在期满前30日内，向原签发公安机关提出换发《大型焰火燃放作业单位资质证明》的申请。
6.3.3 法定代表人、技术负责人、单位名称、单位地址发生变化的，大型焰火燃放作业单位应在发生变化之日起30日内，向原签发公安机关提出换发《大型焰火燃放作业单位资质证明》的申请。
6.3.4 受理申请的公安机关按照规定进行审查。对符合条件的，换发《大型焰火燃放作业单位资质证明》；对不符合条件的，书面向申请人说明理由。

6.2.3 The Qualification Certificate for Large scale Fireworks Setting Operations is valid nationwide.

6.3 Replacement of Hair

6.3.1 The validity period of the Qualification Certificate for Large scale Fireworks Setting Operations Unit is 3 years.

6.3.2 If the validity period expires and it is necessary to continue engaging in fireworks display operations, the large-scale fireworks display operation unit shall apply to the original issuing public security organ for the replacement of the "Qualification Certificate for Large scale Fireworks Display Operation Unit" within 30 days before the expiration.

6.3.3 If there is a change in the legal representative, technical director, unit name, or unit address, the large-scale fireworks display operation unit shall apply to the original issuing public security organ for the replacement of the "Qualification Certificate for Large scale Fireworks Display Operation Unit" within 30 days from the date of the change.

6.3.4 The public security organs that accept applications shall conduct reviews in accordance with regulations. For those who meet the conditions, a "Qualification Certificate for Large scale Fireworks Setting Operation Units" will be issued; For those who do not meet the requirements, provide written reasons to the applicant.

6.4 降级

6.4.1 大型焰火燃放作业单位在燃放活动中发生一般燃放作业责任事故的，签发公安机关应根据利害关系人的请求或依据职权，对其资质等级予以降级。
6.4.2 被降低资质等级的大型焰火燃放作业单位，3年内不得申请晋升资质等级。

6.4 Downgrading

6.4.1 If a large-scale fireworks display operation unit experiences a general discharge operation liability accident during the display activity, the issuing public security organ shall downgrade its qualification level according to the request of the interested parties or based on its authority.

6.4.2 Large scale fireworks display operation units whose qualification level has been downgraded shall not apply for promotion of qualification level within 3 years.

6.5 撤销

6.5.1 县级以上地方公安机关应加强对大型焰火燃放作业单位的监督检查，发现未经许可实施燃放作业，或资质条件不符合规定要求的，应书面告知《大型焰火燃放作业单位资质证明》签发公安机关。
6.5.2 签发公安机关接到书面告知后，应组织复核，对经复核属实的，应撤销其《大型焰火燃放作业单位资质证明》。

6.5 Revocation

6.5.1 Local public security organs at or above the county level should strengthen supervision and inspection of large-scale fireworks display operation units. If they find that the display operation is carried out without permission or the qualification conditions do not meet the prescribed requirements, they should inform the public security organs in writing to issue the "Qualification Certificate for Large scale Fireworks Display Operation Units".

6.5.2 After receiving a written notice, the issuing public security organ shall organize a review. If the review is true, the "Qualification Certificate for Large scale Fireworks Setting Operations Unit" shall be revoked.

6.6 管理

6.6.1 大型焰火燃放作业单位应按照《大型焰火燃放作业单位资质证明》载明的资质等级进行燃放作业。
6.6.2 大型焰火燃放作业单位应建立燃放作业业绩档案管理制度，在燃放作业活动结束后15日内，如实将本单位从事燃放作业的有关情况录入烟花爆竹信息管理系统。

6.6 Management

6.6.1 Large scale fireworks display operation units shall carry out display operations in accordance with the qualification level specified in the "Qualification Certificate for Large scale Fireworks Display Operation Units".

6.6.2 Large scale fireworks display operation units should establish a performance file management system for display operations, and within 15 days after the end of the display operation activity, truthfully enter the relevant information of the unit engaged in display operations into the fireworks and firecracker information management system.
